This is the oldest (started 3/99), biggest (several million members) and best funded ($100,000,000) company, the mother of them all. They have been paying since June. Pays $.10USD an hour for direct referrals usage and $.05USD an hour for 4 levels of indirect referrals. Must match your downlines usage to earn for their usage. GoToWorld GoToWorld is one of the currently paying companies. The pay rate is based on the advertising revenue they receive, and you also get paid for up to 3 levels of referrals. You can download many fun plugins from their site. My Rating:

 

Epipo Epipo is one of the older companies. Their payrates are among the best: $.60/hour for yourself, and $.10/hour for 5 levels of referrals. My Rating:

Spedia Pays internationally. Earn money by surfing and reading email. They pay $.48/hour for yourself, and 25% of your direct referrals' earnings. No limit on payable hours. My Rating:

 

AllCommunity AllCommunity offers several paying programs besides a pay to surf program -- getting paid for reading email, for using their ISP. $.50/hour for yourself, $.10/hour for direct referrals, and $.05/hour for 3 more levels of indirects (total of 4 levels). My Rating:

 

DotAd DotAd has a really small adBar that is located in your browser's top right corner. The payout is based on their advertising revenue, and you are paid for 6 levels of referrals. My Rating:

PaysU/PayStart British company, available at first in UK, EU, Norway, Switzerland, US and Canada although members can join from anywhere in world. Payments are made in Pounds, Dollars or Euros. Get paid to use their start page/portal too (this service is available anywhere in the world) and they offer cash prizes for contests too. Paid hours is currently restricted to 25 a month. Payout is $0.50/30p an hour for yourself, $0.15/10p an hour for direct referrals and $0.08/5p an hour for 4 levels of indirect referrals. My Rating:
